Saudi Arabia's New Public Art Rules Arrive as Riyadh's Art Cafes Grow

The timing lands squarely on Riyadh's growing art cafe scene, where galleries and coffee shops have increasingly opened side by side over the past year. The guide itself comes in two editions: a full version walking government bodies and practitioners through every stage from initial planning to long term maintenance, and a condensed version aimed at the general public.

Faisal Al-Khudaidi, director of the Society for Culture and Arts, described the guide as a shift from scattered individual efforts to organized institutional work, according to Arab News. Saudi artist Amal Felemban said the framework would help unify concepts, raise standards and protect artist rights as more public art projects move forward across the kingdom. The commission said its goals include standardizing terminology and better aligning artistic, urban and cultural planning, tying the effort to Vision 2030's cultural development targets.

What it means for Riyadh

For Riyadh specifically, the new national framework arrives after, not before, a couple of years of on the ground momentum. In the JAX District, the cluster of converted grain warehouses in Diriyah that the Ministry of Culture turned into a creative hub in 2021, cafes and galleries increasingly share a single footprint rather than sitting a walk apart. Origin Cafe and Roasters, a roastery and workspace built inside a 329 square meter JAX warehouse by architecture studio S.DA, opened in the district earlier this year. A few months later, Lift, a gallery and creative platform founded by Princess Nouf bint Abdulaziz AlSaud, reopened in JAX with a ground floor built around workshop studios, a flexible gallery lounge, a small shop and a cafe under one roof.

That pattern, a cafe built into the same space as the art rather than placed beside it, is one version of what the new guide is trying to formalize at a much bigger scale: consistent standards for how public art gets sited in the streets, squares and everyday public spaces most Riyadh residents actually pass through, not only inside a single flagship district. Ar Rabi Square, a planned public square anchoring a newer residential and business cluster in north Riyadh, sits in exactly the category of space the guide is meant to shape as public art expands beyond JAX into neighborhoods across the capital.

Background

Riyadh's public art has been building toward this kind of standardization for a while. Riyadh Art, the city's public art initiative launched in 2019, had installed 75 artworks across the capital as of mid-April 2026, with 115 more planned, drawing on 100 international artists from 47 countries, including Alexander Calder, Anish Kapoor and Jeff Koons, alongside 35 Saudi artists, according to Arab News. Those works sit in places as varied as the King Abdullah Financial District, the Diplomatic Quarter and along major roads, not confined to museum walls.

The new guide also arrives as culture becomes a bigger line item in Saudi Arabia's economy generally. Culture is on track to contribute close to 3 percent of gross domestic product by 2030, roughly 180 billion riyals, up from about 60 billion riyals in 2023, part of the kingdom's push to diversify beyond oil, Arab News reported in March 2026. As private galleries, auction houses and independent cafe operators all move into that space largely on their own timelines, a shared set of national standards gives Riyadh's version of a JAX District moment a rulebook to grow into rather than a scramble to catch up to later.
